Children's Centre Portfolio Framework
February 2008

This framework has been developed to facilitate a structured discussion between TfC and LAs - and partners where appropriate - on plans for Phase 3. It is not intended for completion by LAs and will be used at an appropriate and proportionate level, depending on the LAs current position in planning for Phase 3.

It facilitates a review of all Phase 1 and 2 reach areas and how to develop and integrate any new centres to achieve universal coverage.

The framework will be completed by the TfC representative, in discussion with LA contacts. The information will be collated electronically and agreed and owned by the LA. It will not be shared beyond the LA, except at their request.

Updated list of Phase 3 Children's Centres & PM Framework

A revised list of numbers of Phase 3 children’s centres, an updated Sure Start Children’s Centre Performance Management Framework and Self Evaluation Form (SEF) are attached. The attached covering letter from Sheila Scales, Director of the Early Years, Extended Schools and Special Needs Group, to Directors of Children’s Services and Chief Executives explains why the changes have been made, and the attached covering note for the SEF provides more detail on the changes to the performance management framework and SEF.
